We have the following upcoming speakers for NCWL:
October 15: John Tuteur, Napa County Assessor-Recorder/County Clerk - His politically-neutral talk entitled "Counting Votes and Making Votes Count" will be about the upcoming election and the election process in Napa County.
John is in his third term as Napa County’s elected Assessor-Recorder-County Clerk. John served for 11 years as County Assessor prior to the January 1998 consolidation of the offices. John’s earlier public service included two terms as Napa County Supervisor from 1973 to 1980. Thanks to the efforts of the dedicated staff of the three divisions, Assessor, Recorder-County Clerk and Elections, we have started the new millennium with integrated public access to remodeled Assessor-Recorder-County Clerk offices, client-server, image-based computer systems for all three divisions and a voter-friendly voting system. John lives with his wife, Vee, and the third and fourth generations of ranchers on the cattle ranch that the family has owned and managed since 1951. John holds degrees from Yale University and UC Berkeley and has taught at the community college level. John’s community service includes serving as volunteer environmental consultant to our local Assembly representative, volunteer teacher’s aide and docent in the public schools, and President and Board member of the Napa Valley Foundation. November 19: Rachel J. Markun, Attorney - She will speak about employee stock ownership plans (ESOPs). Ms. Markun is a Partner with Johanson Berenson LLP and advises clients regarding the corporate, tax and fiduciary issues relating to ESOPs and employee benefit plans. She has represented retirement plan fiduciaries and financial institutions in connection with legislative and regulatory initiatives relating to the Internal Revenue Code, ERISA, the federal securities laws, the California tax laws and the California laws relating to partnerships and limited liability companies. She has extensive tax expertise relating to tax-exempt entities, including matters involving unrelated business tax issues. Ms. Markun is a frequent lecturer for The National Center for Employee Ownership, the National Employment Law Institute, the Practicing Law Institute, the American Bar Association, the State Bar of California, the Institute for Fiduciary Education and the National Council of Investment Law Attorneys. She is the co-author of The Fiduciary Responsibilities of Employee Benefit Plan Fiduciaries under ERISA (Institutional Real Estate, Inc. Publications 1996) and the Attorney’s Guide to Pension and Profit-Sharing Plans (California Continuing Education of the Bar 1994). Ms. Markun received a B.A. from the University of Chicago in 1977 and her J.D. from the University of California, Hastings College of the Law in 1981. Her presentation will qualify for one hour of MCLE.
